De ce ocolesc investitorii serioşi tocmai Cetatea Banilor? Nu este doar o legendă măgulitoare faptul că oltenii sunt inventivi, inteligenţi, rapizi în luarea deciziilor şi dispuşi a-şi asuma riscuri în faţa cărora alţii capotează din start. Sunt calităţi pe care le-au remarcat oaspeţii acestor locuri de-a lungul timpului, greu de estompat până şi de defectele pe care nu le enumăr aici, fiind destui cei care ni le reamintesc fără ezitare, aproape cu orice prilej. Nu-i vorbă, nici pământul nu este sărac, aşa că înainte de instaurarea regimului comunist oameni de afaceri inteligenţi au făcut bani de pe urma exportului de cereale. Şi atunci, de ce Doljul şi Craiova nu sunt cu adevărat inima economică a Olteniei?
La iniţiativa Reprezentantului Special al Guvernului României, Prinţul Radu, s-a desfăşurat o “Seară Doljeană” dedicată promovării imaginii acestui judeţ, manifestare la care i-am văzut reuniţi, după mult timp, pe reprezentanţii mediului economic şi politic din Bănie. Nu ştiu de ce, dar orgoliile sunt parcă prea mari şi aproape toate încercările de iniţiere a unui dialog între cei care ar putea să conlucreze pentru renaşterea Doljului s-au soldat cu tot atâtea eşecuri. Chiar dacă numărul reprezentanţilor misiunilor diplomatice nu a fost pe măsura aşteptărilor, recepţia organizată joi la Palatul Elisabeta poate fi un bun început pentru ca administraţia judeţului să iniţieze o serie de întâlniri similare cu oamenii de afaceri şi cu societatea civilă. Ceva trebuie făcut. Cu părere de rău, cred că suntem obligaţi să recunoaştem că imaginea mediului de afaceri craiovean este făcută ţăndări de fauna indivizilor care se pretind mari întreprinzători, dar care, de fapt, ar fi trebuit să înfunde de mult puşcăriile. Cei care sunt şi aşa convinşi cu greu să investească în Craiova sunt puşi pe fugă de fauna care ţine, de ani buni, acest oraş sub papuc. Este suficient să urmăreşti jurnalele tv pentru a afla cine sunt “afaceriştii potenţi” din Bănie, lista neoprindu-se, evident, doar la numele sonore chemate pe la PNA sau urmărite de poteră, ci este completată cu numele partenerilor lor de furtişaguri. Ceilalţi, oameni oneşti care nu-şi afişează pretenţiile de a domina oraşul prin expunerea ostentativă a averilor şi mitocănia agresivă exprimată musai la tv, nu contează. Aceştia au cel mai mult de pierdut, pentru că instituţiile statului sunt târâte în complicităţi periculoase. Cele mai mari lovituri financiare s-au dat pe seama banului public, fiind sigură intrarea noastră în manualele infracţionalităţii: statul nu este doar fentat de la plata impozitelor, ci este jefuit prin restituirea ilegală a unor sume astronomice. Dispreţul pentru lege şi-a găsit la noi un mediu propice, judecători, procurori şi poliţişti contribuind din plin la dezvoltarea hidrei. Un soi de mafie oltenească s-a dezvoltat halucinant de repede, dovedind o agresivitate şi o rezistenţă periculoase şi dând impresia că nimic şi nimeni n-o poate învinge. Până şi arestările personajelor “potente” sunt făcute tot cu “mascaţi” de import, procurorii din Bucureşti văzându-se obligaţi să-şi protejeze planurile acţiunilor de ochii şi urechile colegilor lor craioveni. Cam greu de crezut că s-or găsi nebuni să-şi arunce banii în investiţii riscante pe un tărâm aflat încă sub controlul interlopilor şi al protectorilor lor cu gulere albe. Dacă vă spun că este mai sigur să investeşti în Bagdad, decât în Craiova nu exagerez deloc. Până nu se vor schimba radical lucrurile pe care le-am descris mai sus, fugiţi de Craiova! Mai bine pierdeţi-vă banii la cazinouri decât să-i investiţi aici.
