Interviu cu senatorul Mircea Geoană, preşedintele PSD
,,Viitorul nu sună tocmai bine,,
Reporter: Domnule Mircea Geoană, ca fost ministru de Externe şi preşedinte al Comisiei de Politică Externă a Senatului în prezent, cred că aveţi o mare responsabilitate privind eşecul sau succesul integrării României în Uniunea Europeană, fie numai şi prin prisma acestor responsabilităţi asumate. Credeţi că vom reuşi să menţinem traseul sau, ca de fiecare dată, vom face şi paşi greşiţi?
Mircea Geoană: Am intrat în linie dreaptă, numai că nu este o cursă de sprint, este o cursă de garduri. Nu ştiu dacă sunt 100 de metri garduri sau 3.000 de metri obstacole, nu ştiu care sunt probele “olimpice” de parcurs în perioada următoare. Sigur că un pas important pentru noi a fost încheierea negocierilor. Nu vreau să mă gândesc ce-ar fi însemnat pentru România să ne fi prins anul 2005 şi dezbaterea foarte complicată din Europa cu capitolele neînchise. Şansa noastră e că avem deja un tratat de aderare semnat, deci este un punct de sprijin. Întrebarea este dacă vom reuşi să respectăm calendarul impus de Europa. Este încă posibil, dar “condiţiile meteorologice” din Europa devin mai puţin propice. Din păcate, şi nivelul de pregătire internă se pare că este mai slab decât ar trebui să fie în acest moment. Se încearcă în continuare o dezbatere politică în loc să discutăm de pregătirea internă pentru UE. Inclusiv dezbaterea care are loc în Parlament în aceste zile despre proprietate, justiţie – un amalgam foarte complicat de legi. Deci România este obligată să aibă un parcurs de nota 10 dacă vrea să intre la 1 ianuarie 2007, cum ne dorim cu toţii. Trebuie să fie un fel de Nadia Comăneci, cu un parcurs ireproşabil, cu un exerciţiu cu o aterizare perfectă, pentru că orice neîmplinire, orice stângăcie, orice pretext vor fi folosite împotriva noastră.
Rep.: Nu prea suntem iubiţi în Europa, mai ales de politicienii conservatori.
M. G.: Nu că ar avea cineva ceva cu România. Uneori românii au un complex al complotului universal. Nu! Nu are nimeni ceva cu România. Numai că, dintr-o întâmplare, România reprezintă paratrăsnetul ideal pentru evacuarea energiei negative din Europa şi ar fi păcat să dăm ocazie celor care vor să ofere un exemplu negativ cu privire la extindere şi să deraiem. În prezent, discuţiile despre bugetul european, despre perspectiva financiară sunt foarte aprinse. Primul-ministru Tony Blair, preşedintele Franţei, domnul Chirac, toată lumea discută despre bani. România şi Bulgaria sunt ţări care au primit deja, cu anticipaţie. Ar trebui să primească o porţie destul de consistentă din banii comunitari pentru 2006-2009. Parlamentul European spune: “De ce să dăm Bulgariei şi României înainte ca noi să fi aprobat bugetul global?” Şi am avut o discuţie juridică şi politică cu nişte colegi, care spuneau că până la urmă, dacă ne activează clauza de salvgardare, e un an, nu crapă nimeni. Problema este că, o dată activată clauza de salvgardare, nu este imposibil să se mai activeze încă o dată şi nu cred că suntem atât de naivi încât să nu vedem că sunt forţe care doresc să amâne integrarea noastră până în 2009. Cu ocazia asta scapă şi de obligaţia de a da vreo 12 miliarde de euro României şi încă vreo şapte-opt Bulgariei, deci economie de vreo 20 miliarde de euro. Deci, foarte mare atenţie, şi din acest motiv i-am făcut primului-ministru o ofertă sinceră şi decentă de colaborare politică, pre şi postaderare. Din nefericire, Guvernul a căzut pradă tentaţiei facile de a folosi dosarul justiţie – afaceri interne pentru a politiza dezbaterea, şi nu pentru a o depolitiza. Până la urmă vom vedea care va fi rezultatul. Sunt destul de îngrijorat. Şi din ceea ce aud în Parlamentul European, în diferite capitale europene, în diferite parlamente naţionale din Europa – n-aş vrea să fac reclamă la o firmă de telefonie mobilă, ca preşedintele Băsescu -, viitorul nu sună tocmai bine.
Rep.: Pe de altă parte, domnule Geoană, o problemă care trebuie rezolvată este pregătirea populaţiei pentru integrare. Ce consideraţi că ar trebui să ştie oamenii, cetăţenii României, referitor la integrare?
M. G.: Cred că românii trebuie să ştie mai mult despre constituţia europeană în sine. În continuare este un subiect abstract, persistă o foarte slabă cunoaştere despre mecanismele europene, despre instituţiile europene, inclusiv din punctul de vedere al pieţei unice. Ceea ce trebuie să facem este să avem un tip de comunicare publică mult mai coerent. Şi Guvernul anterior a încercat, şi Guvernul actual încearcă să demareze astfel de programe, cu sprijin european. Este încă prea puţin. Eu cred că metoda cea mai bună este să facem, pe de o parte, un efort de implicare a instituţiilor de presă, a mediilor neguvernamentale profesionale, a mediilor studenţeşti în aceste dezbateri şi, în al doilea rând, să putem să-l introducem ca pe un program electoral. Eu cred că nu este firesc ca problematica europeană să nu fie tratată într-o manieră sistematică în şcolile şi universităţile româneşti. Dacă vrem să intrăm în Europa, este absolut normal ca problemele legate de constituţia europeană, istoria europeană, cultura europeană să facă parte din meniul obligatoriu al oricărui tânăr care doreşte să reuşească.
Rep.: Ce impact va avea integrarea asupra firmelor mici şi mijlocii?
M. G.: Este încă un subiect la care trebuie să cuantificăm plusurile şi minusurile: ce efect o să aibă integrarea europeană asupra marilor companii care au încă probleme structurale şi de productivitate. Apropo de legile competiţiei şi de faptul că nu vom mai putea practica ajutorul de stat în zona în care l-am practicat în aceşti 15 ani. Şi aici iar trebuie să le explicăm cetăţenilor României că acele 12 miliarde de euro, care sper să vină şi pe care sper să le cheltuim în primii trei ani (este vorba de 15 – 20 miliarde de euro care trebuie să vină până în 2013), reprezintă o sumă pe care România nu o va putea lua din altă parte. Dacă vrem să modernizăm ţara asta, dacă vrem să ne ducem şi la Pleniţa, şi la Mischii, şi la Strehaia, şi la Calafat, în toată zona asta în care nu-i apă potabilă, în care nu sunt gaze, în care sistemul de alimentaţie e încă vraişte, dacă vrem să ridicăm o ţară întreagă, care este jumătate în secolul 19, şi s-o ducem în secolul 21, fără banii europeni nu se poate. Putem să creştem cu 25 la sută pe an ca economie. N-o să avem prea curând atât de mulţi bani să rezolvăm şi problemele sociale, şi problemele de infrastructură, şi problemele de modernizare. Europa este o şansă fantastică pentru România! Sper să nu devenim şi noi o nouă Grecie, care nu a primit banii de aderare pentru că are o administraţie slabă şi coruptă, pentru că elenii şi-au trimis în Guvern pilele, prietenii şi nepoţii, în loc să-i trimită pe cei mai competenţi, iar într-un an nu a reuşit să atragă decât 30-40 la sută din banii europeni. Dacă suntem înţelepţi, învăţăm ceva din acest fapt.
Rep.: Să trecem de la problematica europeană la una legată de PSD. Sunteţi, nu de foarte mult timp, preşedintele acestui partid. Pentru observatorii scenei politice este foarte clar că, deocamdată, PSD e obligat să joace în defensivă. Mă refer aici la faptul că, printr-o anumită strategie, un personaj ca Omar Hayssam a fost legat oarecum foarte mult de numeroşi reprezentanţi ai acestei formaţiuni şi, dintr-o dată, PSD este un partid de corupţi. Pe de altă parte, apropiata moţiune de cenzură pe care o veţi depune, aproape cu siguranţă, va fi folosită tot împotriva dumneavoastră. Se va spune: “Iată, PSD este un partid antieuropean, pentru că se opune unui pachet legislativ care va ajuta Guvernul Tăriceanu să recupereze întârzierile de parcurs”. Când veţi trece la ofensivă?
M. G.: În primul rând că nu se întâmplă nimic neobişnuit cu un partid care este în opoziţie la şase luni de la pierderea puterii. Nu atât alegerile parlamentare le-am pierdut, cât am pierdut practic puterea. Ştiţi de congresul nostru, sunt lucruri pe care le cunoaşteţi. Se spune că nu este nimic neobişnuit în faptul că, în primele luni după pierderea puterii, un partid îşi strânge rândurile, încearcă să răspundă la întrebări mai dificile: “Cine e de vină?”, “Unde am greşit?”, “Care este calea de urmat pentru viitor?” Dacă ne uităm la situaţia de acum în comparaţie cu aceea din 1997, un moment similar pentru partidul nostru, după pierderea alegerilor generale din ’96 hemoragia din PSD şi o stare de anumită confuzie şi depresie au fost mult mai pronunţate. Am avut în ultimele zile şi o serie de sondaje. Aş putea spune că, ţinând cont de momentul actual, nu sunt atât de rele pentru PSD. Suntem undeva la 30 la sută probabil, undeva în zona aceasta. În ’97, în luna iunie, PSD era la 17 la sută. În momentul respectiv erau puţini lideri în PSD care mai concurau cu, pe vremea aceea, Emil Constantinescu. Liderul PSD care se uită la dumneavoastră, vorbeşte cu dumneavoastră acum, e adevărat, la o diferenţă de 11 puncte, este, în prezent, al doilea lider politic după preşedintele ţării. Lucrurile nu sunt chiar atât de severe cum încearcă unii să le prezinte. Moţiunea de cenzură arată cine foloseşte pretextul integrării europene pentru a-şi promova o agendă ideologică de dreapta. Cei care se află la conducere astăzi au o mare sete de putere şi de căpătuială. Nicăieri şi niciunde Europa nu ne-a cerut să mai venim cu un alt pachet de legi pe justiţie. Pachetul de reformă a justiţiei a fost aprobat şi binecuvântat de UE anul trecut. Acolo am reuşit, după dificultăţi semnificative, asigurarea independenţei justiţiei. Obligaţiile noastre de integrare europeană pe capitolul JAI sunt foarte clare. Ele vorbesc despre implementarea măsurilor aprobate anul trecut, şi nicidecum de dezbaterea unui nou pachet în jurul justiţiei. Dacă crede cineva că de la Bruxelles se solicită României să predea cheia justiţiei preşedintelui Băsescu personal şi ca preşedintele ţării să aibă dreptul să numească procurori, atunci să ştie că numai la Moscova se întâmplă aşa ceva! În nici un alt sistem european nu există o atât de evidentă dorinţă de dominaţie autoritară a preşedintelui cum este cazul la noi. Este PSD partidul antieuropean? Dimpotrivă.
Rep.: Repet, sunt sigur că PSD va fi pus la colţ de către reprezentanţii coaliţiei guvernamentale, pe motiv că nu susţine proprietatea privată.
M. G.: Are ceva de-a face cu Europa pachetul de legi privind proprietatea? De ce tandemul Băsescu – Tăriceanu încearcă să cupleze două lucruri atât de diferite? Nu cumva încearcă să folosească pretextul european şi pretextul aşa-zisei reforme în justiţie pentru a-şi impune un pachet de schimbare a regulii jocului în proprietate, care aduce de fapt satisfacţie clientelei liberale şi pe baza căreia se dezvoltă noua industrie a mafiei din justiţie? Vor fi mii şi mii de procese pe proprietate, de abia când s-a liniştit puţin situaţia juridică, economică şi socială a ţării. Deci această moţiune este pentru noi o ocazie de a spune adevărul despre cele şase luni de guvernare, care sunt mediocre, în cel mai bun caz. Nu poţi să pretinzi că intri la 1 ianuarie 2007 în Europa doar susţinând că faci reformă. Avem miniştri cu competenţe cel puţin precare în domeniul de integrare europeană sau domenii conexe. Pentru noi este o ocazie de a ieşi la bătaie, de a ieşi mai bărbăteşte şi mai viguros la un atac politic împotriva actualei puteri. Pot spune că rareori am văzut o degradare mai rapidă a unui Guvern aflat teoretic încă în luna de miere, care a scăzut în sondaje 20 de puncte în numai cinci luni de la instalare.
