Theodor Stolojan anticipează ruperea protocolului dintre democraţi şi liberalii premierului
“Tăriceanu şi câţiva indivizi au confiscat Partidul Naţional Liberal”
Redactor.: Spuneţi-mi, domnule Theodor Stolojan, de ce aţi ales acest moment pentru lansarea platformei liberale? De ce nu mai devreme, de ce nu mai târziu, pentru că se anticipa că veţi sancţiona actuala stare de lucruri din PNL?
Theodor Stolojan: A existat o succesiune de evenimente. În septembrie 2005, mai mulţi preşedinţi ai filialelor teritoriale judeţene ale PNL m-au căutat, fiind nemulţumiţi de ce s-a întâmplat în partid începând de la congresul din februarie 2005, când Tăriceanu şi echipa lui au preluat conducerea. Până în acel moment, eu nu mă mai interesasem ce se întâmplă în PNL, îmi vedeam de treabă la administraţia prezidenţială, dar iată că m-am trezit cu această problemă în faţă. Erau destul de mulţi preşedinţi de filiale teritoriale. Am început să văd de ce s-a creat această nemulţumire evidentă faţă de conducerea actuală a PNL, în condiţiile în care partidul se afla la guvernare. În momentul acela am înţeles ce s-a întâmplat: domnul Tăriceanu, cu un grup restrâns de indivizi – Patriciu, Olteanu, Orban, chiar şi Antonescu -, practic, a confiscat PNL, a distrus toate principiile şi stilul de management care fusese pus în PNL.
Red.: De ce s-a ajuns la situaţia aceasta, în care, de foarte mult timp, există o nemulţumire generală în filiale?
T. S.: Noi, în statut, în codul etic, aveam o serie de principii: cum să se ia deciziile, cum să se facă propuneri când partidul are de desemnat oameni pentru o funcţie în administraţia publică sau pentru o funcţie în partid. Se discută acolo de competenţă, de profesionalism, de efort depus pentru partid, muncă ş.a.m.d. Tăriceanu a renunţat la toate aceste criterii valorice şi a început să-şi aşeze oamenii în funcţie pe un singur criteriu – dacă făceau parte din grupul lui sau nu. Acesta a fost un aspect care i-a deranjat mult pe oamenii din partid.
Red.: Fac o paranteză: când vorbiţi de aşezat oameni pe funcţii, vă referiţi numai la partid sau şi la echipa guvernamentală?
T. S.: Vă dau un exemplu. L-a făcut ministru pe Cristian David, un tip care nu s-a remarcat cu nimic în partid, decât prin faptul că era, să zicem, băiatul de serviciu al domnului Tăriceanu. Or, sigur că, eu v-am dat un exemplu, sunt mai multe din acest gen. Asemenea lucruri au deranjat pe mulţi în PNL, pentru că noi discutam tot timpul în opoziţie de criterii, de valori, de forme şi competenţe. Au fost aleşi astfel oameni total nepotriviţi pentru diferite funcţii de importanţă. Atanasiu, la armată, de exemplu. Nu eu, toată presa, toată lumea spune că era un ministru care nu avea ce căuta acolo. Faptul că dânsul nu ştie nicio limbă străină… Să te duci la NATO şi să fii singurul ministru care mergi cu traducătorul după tine… Un alt fenomen care a deteriorat, ca să spunem aşa, situaţia PNL a fost divizarea organizaţiilor teritoriale judeţene. Ce s-a întâmplat? În 2002, când partidul intrase într-o disoluţie, într-o criză foarte mare, am venit cu o măsură de excepţie, propunând ca preşedintele la nivel central al partidului să fie ales cu o echipă.
Red.: A fost nimerită aplicarea acestei soluţii şi la nivelul organizaţiilor judeţene?
T. S.: Eu am luat acea măsură din cauză că, dacă aş fi făcut alegeri după acelaşi tipic individual, mă trezeam la fel, cu aceeaşi oameni în echipă, cu Patriciu, cu Haşotti, cu Crin Antonescu, deci cu oameni cu care nu se putea lucra. Ei aveau cu totul alte concepţii, alte intenţii, alte obiective decât întărirea PNL şi atunci eu am propus congresului această măsură de excepţie. Putea să fie o perioadă limitată de timp, după care partidul să revină, să judece din nou situaţia. Domnul Tăriceanu, după ce a făcut-o în februarie 2005, a extins această măsură la nivelul filialelor teritoriale. Or la acest nivel nu sunt foarte mulţi oameni de putere ai PNL şi, în momentul în care două echipe au concurat, echipa care a câştigat a luat tot, iar cealaltă a fost marginalizată. Ea, practic, nu mai avea niciun rol, dispărând din viaţa organismelor care iau decizii la nivel judeţean al PNL. Şi, în felul acesta, forţa PNL în teritoriu a scăzut enorm, pentru că, dintr-o dată, oameni importanţi din judeţe au ieşit din competiţie şi din activitate. A mai făcut un lucru care a deranjat foarte mult, şi revin la competenţă şi profesionalism. La vremea respectivă, în august 2002, unul dintre punctele forte cu care m-am prezentat în faţa partidului a fost să revitalizăm comisiile de specialitate ale partidului, care să devină surse de idei, de zbateri. Au fost mii de membri ai PNL care au activat în aceste comisii. Mii de membri, nu exagerez cu nimic. În mod normal, în momentul în care partidul ar ajunge la guvernare, ar trebui ca, pentru diferite funcţii publice, să-şi fi tras oamenii din aceste comisii de specialitate, care erau verificaţi, ştiau despre ei, ne dădeam seama de pregătirea lor ş.a.m.d. Acest lucru nu a fost făcut, de exemplu, decât de Gheorghe Flutur, care a ţinut seama de oameni din comisii, i-a promovat în Ministerul Agriculturii. În rest, s-au cam neglijat. Sigur că asta i-a demobilizat pe oameni. Revin din nou la Cristian David… Au fost oameni care au discutat despre integrare, au scris în program despre integrare şi constată că, de fapt, ministrul devine un ilustru necunoscut în PNL. Aceste lucruri ce au făcut în final? Au paralizat partidul, pe lângă faptul că Tăriceanu, ca prim-ministru, nu se poate ocupa de PNL. În consecinţă, doi ani, PNL nu a avut un program politic pentru dezvoltarea partidului, în timp ce se află la guvernare, făcând, practic, aceeaşi greşeală ca şi Năstase în PSD, crezând că activitatea de guvernare ţine loc de activitate politică a partidului. De asemenea, nu au avut o dezbatere în interiorul partidului pentru un program politic al PNL, pentru dezvoltarea României în perioada postaderare. Aceste lucruri i le-am spus, în septembrie, domnului Tăriceanu. I-am propus să găsim o formulă, a găsit-o şi Năstase cu preşedinte executiv, pentru că şi-a dat seama că partidul este o instituţie, nu-l poţi lăsa de izbelişte din când în când. Mai ales că Tăriceanu are o doză de confort personal mult mare decât o au în mod obişnuit oamenii. I-am propus în septembrie, dar a respins, a zis nu, păstrând controlul şi pe Guvern, şi pe partid. În vara acestui an, ţin minte că am făcut un apel pentru unitate şi am cerut un dialog, dar pe care l-au tratat cu aroganţă şi suficienţă. Ţineţi minte, mai întâi a fost o comisie cu Quintus, pe urmă ne-au trimis la municipiu să discutăm cu… cine? Cu Orban, care a fost împotriva Alianţei DA, deci nu aveai cu cine discuta. Au bagatelizat demersul meu şi am ajuns la lansarea acestei platforme liberale. Între timp, gafele şi prostiile făcute de Tăriceanu s-au repetat într-o succesiune incredibilă, culminând cu gafa de a cere retragerea trupelor din Irak, care a fost o gafă de stat.
Red.: Să reamintesc şi episodul cu înaintarea demisiei şi retragerea sa în câteva ore…
T. S.: Nu mai vorbesc de toate astea, ci doar de cele recente. În acest fel am ajuns la concluzia că nu se poate şi că acestor oameni care cred în PNL trebuie să le oferim o platformă, prin care să se arate că există şi o altă viziune despre ce trebuie să fie PNL, că nu s-a părăsit obiectivul de a căuta un proiect politic pentru a întări unitatea de centru-dreapta.
Red.: De ce credeţi că actuala echipă Tăriceanu, care conduce autoritar PNL, nu a reacţionat în urma sondajelor de opinie, foarte numeroase, care au arătat scăderea popularităţii PNL şi creşterea direct proporţională a PD? De ce nu au făcut altceva decât să arunce pe piaţă simple declaraţii?
T. S.: O întrebare foarte bună. Cu alte cuvinte, datorită acestor probleme despre care am vorbit, s-a întâmplat un fapt incredibil: PNL, care a ajuns la guvernare într-o etapă de o conjunctură economică extrem de favorabilă – creştere economică, reducerea inflaţiei, afluxul de investiţii străine – a pierdut din credibilitate, iar raportul, să zicem, de forţe, între PD şi PNL, şi raportul de credibilitate s-au inversat în favoarea PD. Domnul Tăriceanu şi ai lui nu au reacţionat. Mai mult, în primul rând, au negat. Ei spun: “N-am pierdut din credibilitate, a crescut PD”. Dacă vrei să te ascunzi după deget, sigur că poţi judeca şi aşa. Ei n-au reacţionat la treaba asta pentru că sunt responsabili pentru această pierdere, ei sunt direct răspunzători. A recunoaşte şi a reacţiona înseamnă ca, în primul rând, să recunoşti că porţi responsabilitate pentru această pierdere de credibilitate.
Red.: Responsabilitatea era a domnului Tăriceanu şi a echipei sale, nu vă afecta pe dumneavoastră. Eraţi consilier prezidenţial şi nu cred că mai eraţi răspunzător pentru ceea ce se întâmpla în PNL.
T. S.: Întrebarea este: “Domn’e, stăteai foarte bine la preşedinţie, ce mai cauţi la PNL?” Mă înţelegeam foarte bine cu preşedintele României. Numai că eu sunt unul dintre cei care am muncit enorm să restabilim credibilitatea PNL în perioada 2000 – 2004. În 2000 am intrat în august, candidând atunci la preşedinţie, contribuind la faptul că PNL nu a avut soarta PNŢCD la vremea respectivă. Şi atunci, vedeţi dumneavoastră, nu poţi să stai pasiv. A fost muncă enormă, pe care eu am făcut-o şi pe care domnul Tăriceanu, domnul Bogdan Olteanu şi domnul Crin Antonescu, deci oamenii pe care-i vedeţi acum foarte bogaţi şi care iau aceste decizii în defavoarea PNL, nu au făcut-o. Domnul Tăriceanu s-a implicat în campania electorală, în special după ce i-a delegat funcţia de preşedinte. Nu au mers din comune în comune, stând de vorbă cu oamenii, pentru că era blocajul mediatic la televiziune, amintiţi-vă! Acum, uitaţi-vă, zburdă opoziţia şi toţi sunt la televiziune, pe când noi nici nu speram să se dea o ştire despre noi la TVR 1.
